Slovakia Announces an International Public Tender for the Service Metadata Provider

Slovakia continues progressing toward its future e-invoicing and e-reporting obligations. Following the publication of the draft law on July 30, 2025, which outlines the framework for mandatory structured electronic invoicing, the Financial Administration (FA) has begun preparing the technical foundations needed for rollout.
On November 7, 2025, the FA announced an international public tender to procure the Service Metadata Provider (SMP) – a key component of the country’s planned e-invoicing infrastructure. The SMP supplies metadata on access points within the Peppol network, enabling secure and standardized exchange of electronic documents between registered entities. As Slovakia’s Peppol authority, the FA will be responsible for maintaining this core system. The tender remains open until 24 November 2025.
Under the previously published draft law, e-invoices must be exchanged in a structured format compliant with the European EN16931 standard, supporting a unified electronic process from invoice issuance to receipt and processing. Slovakia has opted for a decentralized model built on the Peppol framework, aligning the national system with EU practices. Stakeholders, including major accounting and software providers, which together cover more than 85% of the market, are already working toward full Peppol technical readiness, and consultations with large enterprises and institutions are ongoing.
Mandatory e-invoicing and e-reporting for domestic taxpayers are scheduled to begin on January 1, 2027, while cross-border requirements are expected to take effect on July 1, 2030, in line with the EU’s ViDA timeline.
